Holland Conservation Commission


Minutes of Commission meeting held on August 7, 2007.

Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.

7:00 p.m.  Chairperson called the meeting to order.

The amended minutes of July 24 and the minutes of July 31, 2007 were read and accepted and will be distributed.

Mary vandenBerg presented the final draft done by the Pioneer Valley Planning Commission (PVPC) for the Town of CityplaceHolland’s Section 319 Grant Application for filing.

Members signed 2 Orders of Condition:
1.      DEP File # 184-0218 for James Curran, addressStreet9 Vinton Lane, Map R-9-A-19 to repair a septic system.
2.      DEP File #184-0219 for Dave and Terry Walker of 85 Sandy Beach Rd., Map R-39-F-1 to rebuild existing cottage.
Member’s signatures were notarized by Kristin LaPlante, Town Clerk.

Procedure Sheet 2007-1206 issued to Richard Dibonaventura of addressStreetKimball Hill Rd., Map 4-A-11 whose project was presented by placeCitySouthbridge builder Ed Paquette was not signed because the Procedure Sheet was not complete.

7:30 p.m.  Lynn Arnold Beaulieu, Christine McCooe Hanson and Chris Haller from the Holland Reservoir Association (HRA) presented for our approval under the current Notice of Intent DEP File #184-129 for spot treatment of Floating Watershield and Emergent Phragmites to be done by Gerry Smith of Aquatic Control Technologies (ACT) in the areas marked by the yellow dots indicated on the Hamilton Reservoir map.  Motion was made to approve the project.  All were in favor.

8:15 p.m.  Mr. and Mrs. Gerald Joyal of 13 Massaconnic Trail, Map R-07-A-09 presented their Procedure Sheet 2007-1189 to demolish 2 poorly constructed additions, lift and install piers under the cottage, which is in the Flood Plain.  They had on 5-23-2006 been approved for an installation of a holding tank with a Determination of Applicability and the signing of the Procedure Sheet 2006-1068.  Motion was made to approve the project.  All were in favor.  Mary vandenBerg signed the Procedure Sheet with the condition that erosion controls are to be in place before any work can begin as depicted on Green Hill Engineering’s Proposed Holding Tank Plans of April 12, 2006.  We also recommended that an engineering firm be consulted.

8:30 p.m.  Mr. and Mrs. Joseph Peters of 30 Pine Tree Dr., Map R-41-B-17 presented their Procedure Sheet #2007-1210 to add a second story to their existing house without changing their existing footprint.  Motion was made to approve the project with the condition that a silt fence be installed to protect the lake and a dumpster be on-site. All were in favor.  Mary vandenBerg signed the Procedure Sheet.
  
Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 8:45 p.m.
